Transfer to Transform is an innovative levy transfer scheme which gives employers the opportunity to support each other by utilising unspent levy funding. Large organisations are able to transfer up to 50% of their annual levy funds to Transfer to Transform. This will be used to support SMEs in Southampton and Portsmouth with the costs of apprenticeship training, enabling them to take on and train new staff or upskill existing members of their team. This levy transfer initiative allows large organisations to make a direct impact on apprenticeship opportunities in the Solent as well as demonstrating corporate social responsibility (CSR) in addition to reducing wastage of unspent apprenticeship levy.
The Apprenticeship Levy was initiated by the UK government in April 2017, for all employers paying a wage bill of more than £3 million per year. Employers that meet this criterion are required to pay 0.5% of their payroll each month as a levy tax. This levy can then be reinvested back into their workforce in the form of Apprenticeship training. However, any unspent levy will be returned to Government after a period of two years. This is where a levy transfer can be beneficial.
Any business can receive a transfer of levy funds, including businesses that pay the apprenticeship levy and those that do not. All organisations will need an apprenticeship service account to receive a transfer of levy funds. Most commonly though, SMEs (Small and Medium Enterprises) will look for a levy transfer to enable growth within their teams.
